The Section 8 Program was created by the Housing and Community Development Act of 1974 and amended by the Housing and Community Development Act of 1981. In 1976 the Housing Authority of the City of El Paso received its first approved Annual Contributions Contract for Section 8 Housing Assistance Payment Program. The Section 8 Program currently has more than 5,000 Housing Choice Vouchers allocated to it. These vouchers provide rental assistance to low- and moderate-income recipients who live in privately owned homes and apartments of their choice. Additionally, the Section 8 Program now offers qualified participants the opportunity to enter into home ownership via the Home Ownership option.
The waiting list for the Section 8 Program is currently closed; however, you may call

the first week of each month to find out if the waiting list will be open for that month. If applications are being accepted we will notify you of the date, time, and location.Once the application is received, the applicant is placed on a waiting list by date and time when the application was received. The application will remain on the waiting list until the applicant is scheduled for an interview. The purpose of the interview is to determine if the applicant is eligible to receive Section 8 Housing Choice Voucher assistance. The amount of time spent on the waiting list is typically 15-18 months, but can be longer and is dependent on the availability of vouchers.
